Who We Are
DAVY Communications is the consulting practice of D.K. Consultants Inc., led by two senior consultants who work directly with every client. Since 2007, we have provided experienced, hands-on consulting support across financial services, the public sector, legal and professional services, technology and other regulated environments — bringing policy and governance, business continuity, knowledge management and procurement expertise to complex assignments.
Dr. Dubravka (Debbie) Davy

Debbie is a senior policy and governance consultant with nearly three decades of experience developing, implementing and defending enterprise policies, procedures and governance frameworks for regulated financial institutions, law firms, technology companies, public-sector organizations and other complex enterprises. Her expertise spans information security and cybersecurity, data governance, privacy, business continuity, operational risk, regulatory compliance and audit readiness. Her experience includes institutional policy and regulatory-readiness work for U.S. digital trust banking initiatives, enterprise data governance and information-security programs in financial services, policy development and defence for professional-services organizations, and complex governance assignments in Canada and internationally. Debbie is particularly skilled at translating technical, regulatory and business requirements into practical, defensible documentation that organizations can approve, implement and use.

Kenneth C. Davy, B.A. (Hons.)
President & Co-Founder · Procurement Advisory Lead
Ken is a senior procurement advisor with more than 25 years of experience supporting complex public- and private-sector procurement, business analysis and technical documentation. His work spans the full procurement lifecycle, including strategy, requirements development, RFx preparation, evaluation methodology, vendor assessment and selection, negotiations, procurement governance, and implementation support. He brings experience across financial services, technology, transportation, infrastructure, energy, telecommunications, healthcare and government, as well as extensive bidder-side experience developing and managing competitive RFP and RFI responses. Beyond his consulting work, Kenneth has contributed to institutional governance through the University of Toronto Governing Council and the Faculty of Arts & Science Search Committee.
